Rwanda:Police launch probe into ‘HOWO’ trucks after fatal accidents

The Rwanda National Police is investigating Chinese-made HOWO trucks after they were involved in multiple fatal accidents.

The revelation was made in parliament on Tuesday, November 29, as the RNP answered Senate questions about road safety.

At least 15 HOWO trucks have been involved in fatal accidents since January this year, George Rumanzi, the Commissioner of Police in charge of operations and public order told the Senate Committee on Foreign Affairs and Security.

Since January this year, the HOWO dump trucks manufactured by China National Heavy Duty Truck Group have been the focus of public attention following a number of accidents which killed people.

The recent accident involving a HOWO truck in October claimed six people, including three young siblings.

“Apparently, the public perception about the HOWO trucks is that they might have mechanical problems,” Rumanzi said.

“Rwanda National Police have been tasked to investigate the trucks. Our mechanical engineers have been working with other institutions and the importers to see whether these vehicles could have a particular problem.”

Rumanzi added that a preliminary report two weeks ago did not show conclusive findings and that investigations were still ongoing.

He hinted that they are examining the weight of the trucks vis-as-vis Rwanda’s steep roads and are collecting information from other countries where similar trucks are used.

He added that people found the HOWO efficient due to more loading capacity, compared to other smaller trucks previously used in Rwanda.

The common type of Howo dumper used in Rwanda can carry 21-30 tonnes.
